At the top center of the document is gilded seal about 3.5 inches in diameter of the California State Seal with a red ribbon attached underneath. The ribbon has the words “Compliments of L. H. Brown, Secretary of State”. The seal was adopted in 1849 at a cost of $1000. Maj. R. S. Garnett was the designer, but he declined to present the seal at the Convention of its adoption giving that honor to Caleb Lyons of Lyondale, New York. Lyons was to take sole credit for design of the seal. Quoting from the printed document “The seal is thus explained by its designer: Around the bend of the ring are represented thirty one stares, being the number of States of which the Union will consist upon the admission of The foreground figure represents the Goddess Minerva, having sprung full grown from the brain of Jupiter. She is introduced as a type of political birth of the State of California, without having gone through the probation of a Territory. At her feet crouches a grizzly bear, feeding upon clusters from a grapevine, emblematic of the country’s peculiar characteristics. The sheaf of wheat and bunch of grapes were adopted as emblems of the Agricultural and Horticultural interests of the State. A miner is engaged, with his rocker and bowl at his side, illustrating the golden wealth of the Sacramento, upon whose waters are seen shipping typical of commercial greatness; and the snow clad peaks of the Sierra Nevada make up the background, while above is the Greek Motto, ‘Eureka’ ( I have found it), applying either to the principle involved in the admission of the State, or the success of the miner at work.” At the bottom of the document is printed the dates of the deaths of Caleb Lyons and Major R. S. Garnett, the dimensions of the State Capitol and the number of volumes in the State Library.
